In the wake of a devastating tragedy, Florida lawmakers are taking bold steps to ensure that hit-and-run drivers can no longer slip through the cracks. The proposed “Lilly Glaubach Act” is a targeted legislative response named after 13-year-old Lilly Glaubach, a Sarasota teen who was fatally struck by a hit-and-run driver in 2022. This new bill aims to strengthen the tools available to law enforcement by requiring vehicle repair shops to document and report damage that may be related to traffic crashes—making it harder for offenders to hide evidence of their crimes.
With over 104,000 hit-and-run incidents reported in Florida in 2023 alone, this legislation couldn’t come at a more urgent time. By creating a clear paper trail from the point of vehicle repair, the Lilly Glaubach Act represents a smart, preventative approach to a growing public safety issue.
The bill is named in memory of 13-year-old Lilly Glaubach, who was tragically struck and killed by a hit-and-run driver while biking home from school in Sarasota in August 2022. The driver, David Chang, attempted to conceal his involvement by taking his damaged vehicle to a repair shop and falsely claiming the damage was caused by a falling tree. Thanks to a vigilant witness and swift law enforcement action, Chang was apprehended and sentenced to 15 years in prison.
Introduced as Senate Bill 92, the Lilly Glaubach Act aims to enhance the ability of law enforcement to track down hit-and-run drivers by increasing accountability at the point of vehicle repair. The bill includes the following key provisions:
Initially, the bill also included a provision requiring front license plates on all vehicles to aid in identifying fleeing drivers. However, this requirement was removed following public feedback and legislative discussions.
The Lilly Glaubach Act represents a proactive approach to addressing the challenges posed by hit-and-run incidents. By fostering greater transparency and cooperation between vehicle repair shops and law enforcement, the bill aims to prevent offenders from escaping accountability and to provide justice for victims and their families.
